The “Three-Year Action Plan for ‘Deputy General Managers of Science and Technology’ in Henan Province (2024–2026)” was jointly formulated by the Henan Provincial Department of Science and Technology, the Organization Department of the CPC Henan Provincial Committee, the Henan Provincial Department of Education, and other relevant agencies. The plan aims to thoroughly implement the strategies of innovation-driven development, revitalizing the province through science, education, and talent, and to fully leverage the roles of scientific and technological innovation as a supporting force and talent as the primary resource. It seeks to promote the deep integration of the innovation chain, industrial chain, capital chain, and talent chain, foster an innovative ecosystem, develop new‑type productive forces, and advance industry–university–research–finance collaborative innovation. The initiative encourages and supports scientific and technological personnel from provincial universities, research institutes, and other R&D‑capable public institutions to take up positions as “Deputy General Managers of Science and Technology” in local enterprises, thereby providing robust scientific and intellectual support for enterprise growth. This collaboration with Dr. Wang will focus on technological cooperation in physical‑technology‑based processing systems for livestock‑derived foods and in refined processing techniques. By employing advanced physical‑technology platforms, the project aims to achieve high quality and enhanced healthfulness in livestock products, extend shelf life, improve texture and taste, and minimize the loss of nutritional value. It will systematically investigate the processing characteristics of various types and cuts of livestock raw materials and their by‑products, integrating these findings with the specific quality attributes of different ingredients to enable precision‑oriented processing. Furthermore, the initiative will break through key technologies for process control, strengthen food inspection, testing, and hazard‑management capabilities, establish a comprehensive system of food‑quality assurance technologies and standards, and develop common core technologies for quality‑safety control and early warning across the entire industry chain—thereby elevating the overall quality and safety of livestock products and driving their high‑value, high‑quality development.
